Assert that a string does not include a given substring, with type narrowing.

## Usage

```ts
import { assertStringNotIncludes } from "@kensio/smartass";

const message: string = "Upload success";

assertStringNotIncludes(message, "error");

// message is now narrowed to a string not including "error"
```
