Assert that a value is numeric (number or bigint), with type-narrowing.

## Usage

```ts
import { assertTypeNumeric } from "@kensio/smartass";

const value: unknown = 42;

assertTypeNumeric(value);

// value is now narrowed to number | bigint
```
